Well, Bush said he's on a war against terror, and since that war on terror is still going on, and has actually gotten worse, he wants to stay in the Mideast till it freezes over. Plus even though he now says it isn't important anymore, one of the other primary goals Bush had at the beginning of the Iraqi war was to capture bin Laden, and that hasn't happened either. bin Laden is still running amok...

LOL, just cause we "declare victory" doesn't mean it is a victory. The government in Iraq is not ready to do everything necessary to control the country although they seem to be getting better at it. Also, there is no "civil war" in Iraq, just as there was never a "civil war" in the US. For it to be a civil war there have to be at least 2 factions fighting for control of the same government, that is not what is happening there and not what happened here.

Because u are yet to achieve victory and u are not likely to do that no matter how long u keep shifting the goal post of your objectives. Unfortunately for u, victory is matter of achivement, not declaration.

I don't think you claim a victory again , Bush already took care of that on that Carrier when he took his banner with him to be put up behind him ,"MISSION ACCOMPLISHED". Just put all the troops together and load up on planes and bring them home, be done with all that mess. Let them fight it out that said that they don't want us there , that we are the invaders. Your not suppose to go anywhere your not wanted and our troops aren't , so show good manners leave it to them, let then declare victory which ever ones win, who cares. Be done with it and let our troops live and come home to their families , those are left anyway.

That's what Congress is currently voting on.
Declaring that we have done enough for now, and saying that we're not going to stay much longer.
We always have the option of changing our minds later, if the situation changes are more efforts are warranted.

Because Iraq is not yet ready to defend itself.
Stop the Iranian terrorists from coming in and the civil war is over.
