his tires could be choppy and in need of replacing or balance and rotating. Normally choppy tire vibration is felt over 40mph and it will vibrate the car and the steering wheel. If he is getting the vibration while braking he will need to get his brakes checked.

Loose lug nuts on the tire, or needs an alignment, bad ball joints, corpse dragging under the car.

Sounds like something to do with the wheels. Maybe the ball joints are going.
