I understand that putting the fabric into water will not do the trick!!!

Bleach Stop or AntiChlor from prochemical.com and dharmatrading.com are the best. vinegar water will work too, but not as well--also use ventilation with this as chemicals produced are not too great. there is also some pool chemical stuff that can work in a pinch.
professional textile artists use the first 2 options.

try a base of some sort... if bleach is acidic, that should do the trick... right? as to what kind of base, I'm not sure. Maybe baking soda?
