What were the names of the two persons who were allowed to legally marry in San Franciso and who made it legal? (IF even though it was only temporary)

Phyllis Lyon and Del Martin were the first legally married couple in 2004. Gavin Newsome, mayor of San Francisco, made it legal temporarily.
