There's an app called Gizmo Project that lets you make free calls from your computer to a landline or mobile phone if the recipient is also a Gizmo Project user. http://www.gizmoproject.com/learnmore-allcallsfree.html
There's also a web service called Jajah that lets you make calls from a phone to another phone for free for up to 30 minutes, as long as both callers are active Jajah users. Calls have to be initiated from the computer (it makes sense when you go to the website).
