most probably, but here is an idea that I just love.
there is a school in my area that teaches problem children that destruct stuff or cause trouble in the public school.
Their rules are that if a kid destroys something at the school that belongs to the school or anyone else attending then that child has to go before the school court (yes this school has its own real court) and will have to pay out of his own pocket. Well, you say kids don't have money. Yes, well they have stuff. These kids are made to sell their own stuff to pay for what they did.
The parents don't go to that school and mess stuff up. The kids do. I believe that is the way it should be. I'm sure it was an accident but I don't think the mom and dad should be responsible. The kids don't learn anything anyway if mom and dad has to fit the bill. But they will if they have to sell a bike or ps2 to pay for your window...
Just my thoughts...

If this is because of a dispute with your neighbours, then you have big problems. Courts do not like children being brought before them for such as broken windows. Okay. You could argue that criminal damage has been done to your property. Your best course of action is to seek advice from your local CAB [Citizens Advice Bureau]. You can find their telephone number and address in your local telephone director or on the internet - just type in "citizens advice bureau" into your Google slot and it will take you there then click through until you find the nearest one to where you live. CAB advice is free but you may have to make an appointment. Take all relevent documents and any photographs/evidence etc with you.

heres how it works:-
You can ask the parents too pay and take them to small claims court if they refuse.
Now the courts look at it this way:-
If the parents allowed their children to act in a manner as damage was likely to occur, then the parents are responsible (EG kids playing football in the street unsupervised and recklessly)
If the parents took all reasonable steps to ensure damage or injury did not occur (EG playing on a field with supervision) and an accident occurred which could not reasonably have been prevented then the parents are not responsible

It would be the right thing for them to do. They may not offer it though. Your only recourse would be to sue in small claims court. It would be your responsibility to prove that it was their kid who broke the window. Easier to just suck it up most of the time unless it is a very costly window. Your insurance may cover it if they balk at paying.

did anyone see them do it? would this person come to court with you and testify? if the answer to those questions is no, then no...you cant MAKE them pay for it. if you go about it just right, you could work something out with the kids parents. maybe they dont have the money, but they can mow lawns, yes???

Yes but if its going to cause a massive neighbourhood row, I would have thought that's what house insurance is for. But then you also have to have proof when you go and ask parents for money that it was their little darling that broke the window in the first place.. go for the insurance option and have a quiet life.. :)

Sometimes, it depends on the state in which you are in. either way some one must pay for it. either the child when they turn 18 or today by the parents

They might offer to do so without the need to force them, but if they don't report the damage to the police, this will help in any claim process you pursue later.

Yes - well legally I don't know but it happened to my partner when his car was on our drive and he made the parents pay for it!!
