Is my pc at risk? I know phishing isn't good but I don't really know much about it. What can I do?

Phishing is an attempt to trick you into giving away personal information by pretending to be someone else (e.g. to steal your bank account number and password by pretending to be your bank). So long as you don't give out any information on the site you should be safe.

Vista opened it or YOU opened it? If you just opened it , you are probably ok, but if you downloaded anything , opened any files or gave any information you may be in trouble. First safety measure is to change any and all security passwords, secondly contact anyone on your email lists to ignore and discard any mail from that site.
