Yes and no. In some states it is against the law. You can get fined a high amount for it.

Yes, it is wrong. It's against the law. Pedestrians only have the right of way at a corner. Anything other than that, you can be hit by a vehicle, and I would assume that it'd be your fault. You wouldn't want that to happen now, right?
