sign into ebay find and click your "profile"
click "edit" find your dob and change it to what you want
then click "save"

There is no method to change your Birthday.
You must be over the age of 18 to have and use an Ebay account. Users that lie about their age - (this can be checked against bank records) will have the account terminated.
