I'm currently applying for my Class D license in New York State. One of the requirements is attendance at a five hour class on driving safety. Those classes are given by driving schools, for a fee of $ 35, and you can pick whatever school you want.
I went to a driving school, paid my fee, and, instead of getting a five hour class, I watched videtapes about driving safety for about an hour, and then they called me to the outer office, gave me my certificate and sent me on my way.
They did this with the other four students too - and with two other people who didn't even come in and watch the videos!
Was it right for them to give me a certificate for a class that I didn't complete?
Should I report them to NYS DMV?
Or should I just shut up and keep my certificate?

well the videos don't sound wrong.....i endured them when getting my license but...it should have been a 5 hour class....with other information.....ummmm i would totally REPORT....if they're so brazen about this....i'm afraid they're doing some other illegal...things.....REPORT....REPORT....REPORT.....

You sound like you're conscientious and intelligent but can you say that for the others that slid through? Is it possible that one of the others may one day put theirs or someone elses life in jeopardy?
I'd say report them.

id report them. anyone could get a license like that and maybe even someone who really didnt need to have one in the first place.

I watched video's too, when I went to driving school, so no I wouldn't report it.

how do you understand this to procure ESP or some thing in line with possibility this guy or woman already did it and no-one informed you beside - technically scientific counsel on somebody is inner maximum counsel
