Kind of hard to answer that question when I don't know if you are talking about the UK or Canada or Australia or some other country.

The Speaker of the House has lost all control over the proceedings of the House. Scant attendance and frequent adjournments are the norm of the day.
As for the remedies for this disease let's start with asking the average voter to change his preferences. We should remember that all these individuals have been directly or indirectly elected.
There should also be a fine levied for those parliamentarians with less than 75% attendance. In this context I would like to mention the contribution of the CM of Tamil Nadu Karunanidhi and his nemesis Jayalalitha who, when in the opposition attend the assembly only to sign the attendance register and leave faster than they arrive. Reason - they fear that the ruling benches will manhandle them as they have often done when debating fiery issues. The Supreme Court should be empowered to suspend them indefinitely.
Finally, the treasury and opposition benches must develop some level of etiquette and respect for each other, only then will the quality of debate be improved in Parliament.

Always the debate in parilament is not working to the expectations,always on the side track which is not a beneficient to the people. Its always the same scenario irrspective of the ruling party or government......Well there's a lot of change in the politicians when comapred to the old parliamentraians.

Only if any bill has to be passed than we cxan see the filled seats...........well expecting a great change in the system and attitudes of the politicians.....all the best.

You cannot get good qualty output from bad quality input. India's democracy is based on entrustion power to despotic chracters commanding muscleman support. Shouting and flighting or any form of violence is associated with living beings other than civilized human beings. In such a milliue, only people who have more power to shout and use muscle power can be effective speaker. You cannot expect Parliament to perform any better than what inputs go into the Parliament.

I travelled all over the world & found politicians & students were alike every where. We say parliamentary language. But what ever happens in parliament all over the world it does not happen any where.

no way. he is supposed to be indepedent authoritty without any party affilications. but most of the time, he behaves as if he is part of the ruling party.
