It depends on how old you are. You can generally get away with most colors at any age, as long as they're applied correctly.
Use a brown liner for a softer look that'll blend in more, black liner for a dramatic look. You can get away with a lot of colors, especially blues, purples, and greens.
Experiment with pencil liners. I like to line almost the entire top lid except the very inner corner. For the bottom, about 1/4 from outer edge. This lines them without closing them up.
For a whole new look, line your eyes with eye shadow instead. This will freshen you up, especially if you're older.
Highlight under your brow with a white, do the same color for the inner corner of your eye. Use a darker shade of your lid shadow, or a charcoal color for the crease of your eye, blend outwards toward the outercorner of your eye.
I find a nice way to draw your eyes outward is to extend the eyeliner outside of your eye just a bit. (only do this if you're wearing mascara) the line will blend in with the mascara and look like your lash in fanning outward.

for eyeshadow use a light purple (if you have light brown eyes) or a dark purple (if you have dark brown eyes) also for eyeliner use a midnight blue or indigo blue on the top lip and use a shimmer dark brown on the bottom lid. I promise it will look good. Also use maybe a pinkish orange lipgloss with glitter.

Try one of those new colored mascaras! Yves St. Laurent has a great one in burgundy. If you want colored false eyelashes, you can buy Givenchy colored falsies at Sephora. You can try nude lipstick for a mod 60s' look. You can also try smoky eyes, a bright 80s' lipstick, green eyeshadow, etc. All in the eyes and lips!

I also have brown hair and dark brown eyes....a lavendar eye shadow or light purple is good with brown eyes....Almay has a set for all eye colors and tells you how to apply each color.

dark brown eyeliner, heavy on bottom, light on top, gold eyeshadow on lids, and baby pink up to eye brows, but light enough that you can hardly tell, It just helps blend the gold with your skin.

since you have brown eyes a purple like star violet by mac would look good on you or amberlight if you go to maccosmetics.com you can look at the eyeshadow and see what you think but purple looks good on brown eyes
