I am looking for something along the lines of a laptop, but I don't need the internet and I don't want to pay a lot for a laptop, I just need to be able to save and edit large quantities of writing. Is there a device like that out there?

Think about a dishwasher or washer of today. They come with all kinds of bells and whistles which you have to buy and pay for whether you need them or not.
Same with computers. I guess it's easier to mass-produce them with extras than to manufacture basic and personalize each to the buyer's wants. However, if you watch the ads and keep checking manufacturers like Dell and HP, you just might hit a day when they offer a basic. You might also find a deal on a refurbished.
Just be sure to buy from a reputable dealer so you get support and a warranty. This is as important as the price - trust me.

maybe look at getting an external hard drive and use any computer you can with an usb port

Any low-end laptop would work for this.
