Actually, yes..it is possible. I've seen a few. I would think it would be very painful.

One time, I had a male patient (I'm an EMT) and when I removed his clothes to perform an assessment, I saw that his penis was tattooed with flames.

I laughed about that the rest of the day.

Sure - why not? Get yourself very drunk before the tattoo artists to work! It will hurt a lot!

don't know...never been entertained this idea...but I would say anything is possible.
