I have done what it says in the manual numerous times and it isnt working...is the button on the passengers side supposed to stay down when its reset? its up right now

Take it back to the dealership have them check it out if it is under warranty

Your question did not state if the vehicle engine runs or will not start. If the vehicle is running the fuel pump reset switch is working normally. Don't be concerned about the apparent reset button position. If the engine does not run verify a defective fuel pump reset switch by removing the kick panel and unplug the connector from the switch. "Jump" accross the 2 terminals on the plug with a jumper wire or paper clip. If the vehicle starts you have a defective switch. More detailed diagnosis would reqire the use of a 12 volt test light.

Shorting out the fuel pump reset switch is a good way to blow up the car if it's tripping because the pump is shorted inside the tank. Disconnect the wire from the switch to the pump and try to reset it. It it still won't stay reset, it's a bad switch.
