I answered this question before and received Best Answer for it. Here's what I wrote -
I usually get rid of things when I haven't used them for a long time and know I won't be using them. Also, I get rid of things when I see them and say, "Hey, I forgot about this, so I probably won't miss it." Do this first because you'll then have less to work with then you toss this stuff.
Next, group your items logically. Magazines in one place, school/office supplies in another, etc. When you do that, decide if you need containers to display or hold these things like a magazine crate, or a desk organizer, or a shoe rack. If you already have crates or boxes, you can use those until you're ready to spend your money.
Here's some tips to maintain neatness - make a habit to place your dirty laundry in hampers or in the utility room ASAP. Don't let them pile up. Also, make a habit of hanging your coats and jacket as soon as you take them off. And put up your clean laundry as soon as possible. They say it takes 21 days to create new habits. It works!
Also, keep a bin or box someplace for any miscellaneous items or papers you can't immediately put up or deal with. Pick a time during the day to go through it and clear it out.

You just need to pick-up after yourself every time you do something. I used to do this: everytime that I would start to do something I would get sidetracked, so I just had a lot of "unfinished projects". I found a great website www.flylady.net, she shows us how to use babysteps by working at things 15 minutes at a time. I set a timer and I just do what I can for 15 minutes. That's it. You just have to do this every day. If you can establish a before bed routine of picking up after yourself, like putting away laundry, getting your things out for the next day, in no time it will become a habbit.

Get rid of all of the things you don't use or need anymore. You probably just have too much stuff packed into one room. It always works for me. Oh, and make it a habit to make your bed every morning no matter what. A made bed automatically makes a room look neater.

Try something simple like returning what you use and/or wear to it's appropriate place instead of dropping it where you use it or take it off, etc.
You'll be surprised at the difference it makes.
