Nope, not at all. They really aren't compatible at all. If you like oto's here's a cool link:

i would say no they can't.

1. otos prefer warmer temperatures
2. they're sensitive to water conditions, which goldfish mess up reeeally quickly
3. they run the risk of being swallowed by a curious goldfish
