well honestly, you shouldn't get cheap dance shoes.
you need good quality shoes.
so if you really want to dance, then you should pay a few extra bucks to get good shoes.
trust me, it's worth it.
i've been dancing for a long time and if you have bad shoes, it will mess up your feet.
trust me.

If you have small feet (size 5 to 6) you can always try the children's section at payless. They have tap and ballet shoes (though not toe ballet shoes) for less than $20 each. I hope that helps :)

Believe it or not, Payless Shoesource and Walmart both sell tap and ballet shoes. I'm sure they aren't expensive there. Check them out if you live in a city near one store or the other.
One good thing about Payless is if the store you go doesn't have your size or what you are looking for their new computer/cash register can locate the closest pair to you.
Good Luck!

Well, I guess it depends on where you live. Have you heard of "Play-It-Again Sports"? It's a store chain where they sell used sports equipment. I got a pair of really nice hockey ice skates for only $8.
Good luck with your business:)!
