I have a motorola bluetooth, it wont turn on does it have a battery I tried to recharge it but my charger is playing up should I buy a new charger or new bluetooth or both how much are they in australia?

Why yes it does, and until they add a solar panel to the headsets for charging purposes, a battery is the only way it'll stay wireless.
First find someone with the same charger. Try to charge yours with that charger. If it doesn't work, then it's the battery in your bluetooth. Some older bluetooth headsets have easily-replaceable batteries. If the headset is less than a year old, and you cannot replace the battery yourself, I'd take it back to where you bought it from, or contact Motorola and claim it as a warranty.
