No Human, actually no living thing on this Earth can control the weather. We can contribute to the climate and conditions by the type of industry we have but as far as science can tell that is all we do. weather can not be controlled by humans.

Because so far, the weather controls you. In the future, who knows, perhaps we will learn to control some of it. At this pont, however, we have a difficult time controlling even much smaller-scale things. I mean, people can hardly forcast the weather, let alone control it. A lot of the it is just too unpredictable. But I am certain that one day we'll be able to stop or prevent both hurricanes and tornadoes.

because of the fact it is no longer attainable to regulate the generator of climate's capability - the oceans. No technologies has been progressed that may shelter the full Earth so as that the heating of the bodies of water could be regulated and for this reason administration the climate.

You're not Storm.( and you also can't controll the movement of atoms and molecules to speed them up or clump them together to make precipitation...).
