When a Painted turtle hibernates, it will sleep in thick mud at the bottom of a pool of very cold water. It is really hard to hibernate Painted turtles indoors.

What does often happen is that the water temps drop too low for the turtle to have an appetite. We often mistakenly call this hibernation, but it is not.

Our turtles often pick up some diseases, such as Respiratory Infections (RI), or swollen eyes (usually the result of diet issues, dirty water, or stress from other things like cold.)

Try boosting water temps to about 75-80 degrees F (normal temps) or even a bit warmer to help get it over the infection. Make sure the water is nice and clear, good diet, etc.
