You can DATE someone under 18, but you cannot have sex with them.
A teenager really has not concept of what lies ahead in life, nor do they understand the long term ramifications of sex that an adult does (should!).
If an 18 year old care so much for a 16 year old then he can keep it in his pants until she is of age and vice versa.

Where did you get this? It is wrong. Some states say that an 18 year old or older male cannot date any girl three or more years younger. Some states say a man under 18 cannot date anyone more than three years his Junior.
Check your references. These laws are designed to prevent statutory rape. A young girl is presumed not mature enough to make such a decision.

The law has absolutely nothing to say about who you DATE. The law says that parents HAVE AUTHORITY, to make decisions as to who you associate with. If they figure the guy is a troublemaker, they'll try to stop it.
There are laws against statuatory rape. So, a 19 yr old guy dates a 17 yr old girl, with her parents consent, but he CAN be charged with a crime, if sex occurs and they want to press charges. Dumb as parents are made out to be... they really were that age, once upon a time, and know how hard it is to abstain.
No one anywhere has a law that this same 19 yr old can't date the 17 yr old. The question (from the guys side) is simple.. how much do you want to risk problems, if you are a normal healthy male and she is normal healthy female? The guy can risk getting in trouble, or he himself can figure out that if he finds girls to date, who are of age... then he won't risk legal problems. He can run into other problems, needless to say, if he hangs with the wrong girls.. like paternity tests or child support.
Oh, if you were wondering.. the analysis here comes from a grandma. I have nothing against healthy hormones (still have them, thank you). The question is knowing when and how to use them.

It does not stop dating..It prevents SEX
One is an adult ..one a child
it protects the child..if the ages are close and in some states there are exceptions
