It means that the claim or case is dismissed and cannot be re-filed. The "with prejudice" part means that the merits have been considered and they cannot be considered again. It doesn't necessarily mean that the claim or case had no merit. Cases with merit are dismissed with prejudice all the time because of settlement, or some technicality or various other reasons.

It means the same claim (or charges) cannot be presented again. It is a dismissal on the merits that means the case is over (pending appeal).

As opposed with "without prejudice" which means the losing side can try again by correcting whatever they did wrong.

It means the issues cannot be re-visited.
