I don't, but most people do. My husband calls me and EMO for listening to it, but whatever.

Yes. Emo is not what it used to be, even a few years ago, mainly because it has become extremely mainstream.
Nowadays, emo refers to MANY subgenres of music, all grouped into emo.
These include: pop-punk, indie, hardcore, dance-rock, etc.
Panic is a mix of many of the subgenres in emo, so therefore they are emo, mostly because of their lyrics. As much as they may deny it, in general, they are emo, in their music, their style, and their image.
EDIT: and to add on, just because a band doesn't list that their emo doesn't mean they aren't. They just don't think of themselves that way. In fact it's usually when you say you're not emo that you are. Also, just because they may produce "dancey" music doesn't mean it's not also emo.
BUT, it's best to not label anyone =]

Well many people do. But I think they are emo/punk. More punk though. So I consider them emo a little bit. Hope I Helped!

well lets just say the guys are more emo than their music.... meaning that the music IS sorta emo but the members are pretty emo

Under their music style.. they never list emo
plus they are too dance-y to be emo.

no its called idk but very theatrical they are close to it though so you could consider them emo or ryan atleast
