50% of the time i get my mail its already been opened and looked at because its put back in the envelope backwards..I know in someway its illegal but i'm not sure on who to contact about this situation.. and i can go tell them to stop because they dont speak english..what do i do??

All of the answers posted in regards to reporting this to the Post Office and the police are absolutely correct, but I would take steps now, to insure your privacy.
I would leave a message either on, or in your mailbox for the mail carrier to alert them your mail is being tampered with. You might be surprised how quick you will get a response. I'd also report this to your landlord, and ask to have a mailbox that requires a key to open installed.
I'd also hang onto mailings that have been opened for evidence.

Go to your local post off ice and tell them the situation and they will let you know who to contact. This is a federal offense if you want to press charges. If you would rather have someone talk to them then call your local police department and tell them the situation and ask if they can send an officer over to talk to them that speaks the same language :)

Unauthorized opening your mail is a federal offense, and a felony.
Call the FBI.
If that fails, Call the Post Office.

The police. I think you can call 3-1-1 or something for non-emergency contact with authorities. That is definitely illegal.
Or your postmaster.

CONTACT THE LOCAL POST OFFICE THEY WILL , CONTACT THE POLICE TO GO TO THEM DIRECTLY AND REQUEST FOR THEM NOT TO OPEN YOUR MAIL OR RISK A FINE PLUS POSSIBLE IMPRISONMENT .

call your local post office but they cant be there when its delivered or found by them rather so tell your apartment bldg too that they needs boxes that lock!!! with keys...that stinks!
