Actually at the time of second world war,World cup was organised at USSR and few teams were available so Indian team called to attend the tournament but due to players wishing to play without shoes so they send back without playing any match.

In the Asian Football Confederation (AFC) Challenge Cup India was ranked 28th in Asia and never got out of the Group Stage of the Tournament. They lost 3 straight games, so there was no chance of them possibly winning enough games to qualify to play in the 2010 World Cup. Having a large population does not mean that you qualify for the World Cup: China, Russia, Indonesia, and Pakistan all have large populations and they did not make the field of 32. Only the 32 best team s in the world get to play and India was not among the 32 best teams in the world.
