He is cool, he owns about a half of Moscow, Russia, and he personally kicked the crap out some Russian mafia guys who came to him to ask for some percentage of his profit.
Compare to Steven Seagal who got b***ch slaped in one of Moscow night clubs Chuck by all means really knows his business!!!

Depends on what you mean by "cool"...
He always seems to be calm, relax, reserved and open to any interaction (friendly or fierce), may it be in film, tv or in real life (martial art training will do that to you...) However, when it comes general appeal, he seems a little bland/plain, even at the top of his popularity.
