I use a web host that lets me add unlimited sites to my plan and has all the bells and whistles I need including 99.9% Uptime guarantee:
http://secure.hostgator.com/cgi-bin/affiliates/clickthru.cgi?id=jbrink

What I do for my clients is just add them to my hosting plan and then give them the option of either getting their own hosting account OR I can stick a small strip of google ad words on their web pages.

Clients love this because they don't have to pay for hosting and i love it because the ads generate some nice income that pays for my hosting and then some :)

Good Luck!

Just resell space from another provider with a small markup and then bill your hourly rate for the labor.

Lots of web hosting companies have reseller programs.
