I think perhaps finding a new job, and delivering your resignation via email with a cc: to HR would be appropriate.
Based on my advanced age and many years in the business world, the reality is most bosses are stupid. This is especially true for middle management. They have no real authority, but are responsible for things, and have no direction or mentoring from their management.
I've found the easiest solution is to find a new job, which hopefully pays more money. Your management may still be stupid, but it will be new stupidity and you'll be getting paid more to put up with it.

Just quit. If he considers you to be a good worker, he'll get the message. If you go on a tirade, he can fire you and that will not look good when you are interviewing for your next job.
