Go with her to all her closest friends, coworkers and wear the most revealing outfits you have with hair exposed. Make comments about how hot the hair makes you in public. Let the embarassment do your work for you.

I assume that she doen't think that you are old enough so first make sure you actually need to (because it really isn't anything fun) and if you really do sit her down explain the reasons why you want to shave you can also have her read the following written by Ruth A. Peters, Ph.D (from her article “At What Age is it Appropriate to…”)
"Wear Makeup? Shave legs? It’s not unusual for girls in the fourth and fifth grades (10- and 11-year-olds) to show adistinct interest in wearing makeup and shaving their legs. Although most preschoolerslove to play with Mom’s makeup as a form of “dress up” or to pretend shave with anempty razor, many begin to seriously push for these privileges in the later grade schoolyears. Most parents, though, believe that middle school is the proper time for thesegrown-up behaviors to begin to be allowed, and many dramas have resulted when thekid’s desires conflict with the parent’s expectations. My suggestion to clients is to try toreach a compromise, based upon the average age that other girls in your child’senvironment (school, church group, and neighborhood) are allowed to engage in thesebehaviors, your personal values and age when you first shaved or wore makeup to school, and the privileges allowed to your child’s intimate group of friends. It’s a tricky balancetrying to allow your child to “fit in” with what her friends are allowed to do while at thesame time staying within the boundaries of propriety. Personally I feel that shaving legsin fifth grade is reasonable, but be sure to warn your young lady that once she beginsshaving it tends to be “forever”. And, it hurts! Band-Aids on the knee are less than attractive and she might wish to put this tedious chore off for several months or a year inorder to avoid that inevitability. If you do allow the razor you may wish to purchase anelectric model initially so that she doesn’t look like a pin cushion. Show her how to do agood job and consider this a bonding opportunity if nothing else!"

why do you even have to ask her?? If you shave your legs and don't say anything i doubt she will even notice!! I don't know how she cannot let you unless she's in the shower or bathtub with you and that would be kinda disturbing!!

I went through this with my mom too. I ended up buying a disposable razor, shaving them and not saying any more about it. It was never brought up again and she never noticed.

She is afraid you will cut yourself. Tell her you want a Remington electric shaver for women. You can't cut yourself with an electric shaver.
