Renewal time is the point when you have the most leverage to negotiate, provided you've been a good tenant. Certainly you can ask the landlord for improvements, but chances are they will be modest. It really doesn't make good business sense to replace carpet or repaint while a tenant is in place, though there are exceptions, particularly if the unit was in need of these things when you leased it initially.

Bottom line: You aren't legally entitled to anything, but it doesn't hurt to ask for reasonable stuff.

I managed property and no one ever asked for anything with a lease renewal. I am surprised you would think you were entitled to anything, but to be fair, to have a good tenant in place renewing a lease is cost effective to the owner so you might be able to negotiate something--however, if your rent is right now below the market rent they are charging for new incoming renters, I would not push for anything because in the eyes of the landlord you are holding up a unit that could be generating more revenue for them with a new tenant.

If you aren't moving, you are responsible for maintenance. The landlord only needs to do those things before new tenants move in.
