It only recently began popping up on my computer and it does affect my ability to open web pages. What is it and how can I fix it?

This means that another computer on the same network as you is using the same IP address, IP stands for Internet Protocol, it's like an address for the server to recognize each and every computer connected to it.
I think you should contact your ISP or maybe change your ip address yourself but that's not advisable if you don't know how or what you are doing!

it means you have two computers on the LAN using the same IP address, do you have unsecured wireless? I bet someone is just sitting outside your house/unit etc...w/ a hard coded IP address just leaching your internet bandwidth..

and yes it can interfere with your ability to open web pages, b/c the return packets will not know if they need to come to your computer or the other computer...

Sounds like two computers have the same IP address on your network. How many computers do you have on your network if this is your home network? If it is a school/business you should contact your administrators to ask for the specific steps.
