I don't know where to go if you're wanting high end. But if you just want a formal type dress for a little girl and don't care about the name on the tag try Harwin.
Harwin between 59 and Beltway 8. There are tons of shops that sell anything from silver, clothing, to furniture. Make sure you have plenty of time and comfortable shoes. Park your car and go on the search. I can almost guarantee you'll find something you like. There's a ton to choose from.
*on a side note. They'll have shoes too.

You should be near a David's bridal store which sells all kinds of formal occasion dresses. We just picked up my daughter's dress from there for her first communion.

Go to any mall.
I live in Houston, it shouldn't be that hard at all to find anything here.

look in the phone book for bridal stores and you should find a great selection.
