Mcdonalds or White castles would be a good start but grocery stores are known to work kids at 14 mostly starting them out as baggers.

I agree with most of the ones that have answered. Restaurants in general can hire people that young.

I worked at Baskin Robbins when I was 15 and it was great. We just make cakes, ice cream and shakes and stuff.
Fed Ex Kinkos might hire you and they pay pretty good.

Any grocery store, food service is kind of a gray area, since you have to be 18 to use a knife or sharp object, babysitting, paperboy/girl, check your local golf course for caddy jobs.
