First of all, No person has the right to control what you do. I really despise the word "Let" and so does my spouse.
But, if there is a problem with your marriage/relationship due to time spent on the Internet, then together should you agree on time spent on the internet.

My man can't tell me how much time I can spend on the computer. I tend to spend a lot of time on the computer at work, so that's usally enough to keep me happy for the day. If not, I'm not usually on more than 10 mintues when I'm at home with him.

I'm so sorry baby!
I've been on more than 3 hours this week!
I'll get off right now sweetie!
I didn't know you set a limit.
Does this mean I get spanked?
XOXO

i have no man at the moment.
i would respect what limit he set though.
unless it was something NUTS, like 3 hours/week.
