The short answer is "Yes." The long answer is "Maybe..."
It depends what OS you're using and if you're swapping in and out of your virtual memory. When your system runs out of RAM it accesses a cache of memory it allocates in your hard drive.
Your RAM is like 100,000 times faster (or more) than your hard drive. So if you need to hit your HD a lot then you'll need more memory. However, having more memory than you need can actually slow your system down (not very significantly especially at the numbers we're talking about).
I have 2GB of RAM on my Desktop and notebook and don't notice a difference in performance between 1GB and 2GB because my system rarely taps it.
Most systems will notice 512MB and 1GB.
So, short answer, "Yes."

You can see the cnet review
http://reviews.cnet.com/Dell_Dimension_3000_Celeron_2_4_GHz_256_MB_RAM_40_GB_HDD/4505-3118_7-31077378.html
Yours is basically like mine. The fastest video card you can get is the NVIDEA Geforce FX 5500 OC(Over Clocked) with 256 Mb, for your information. I got mine at Wal-Mart by accident. It is hard to find it and then it was cheaper then on the internet.
Now the cnet said you can use the pc 3200 modules. Motherboards are designed to run so fast. So if you put in two pc 2700 they will run at the slower speed no problem. But then if you put in a module bigger than the 3200 you will not run an faster than 333 Mhz.
Personally, if you were to buy two 512 would run about a $100. At todays prices for about $400 you can buy a computer with the dual core processor and the PCI-E slot. Then you are kicking butt and don't got time to take names. Read the article in cnet and pcworld on buying and building a computer to familiarize yourself. You will find the the computers with PCI slots only are going the way of the dinosaur. You will find the the cheap PCI-Express cards run faster then the next level of card above PCI which is the AGP. Once you get the PCI-E slot then save $500 and buy the Nvidea 8800.
You willl find you may upgrade your machine but a waste of money. That is why if you read the articles you will find out why. Also, I know for a fact you could not play Doom 3. I could not play it till I got the video card with the extra memory. It was playing but the frames were slow and not smooth like it was supposed to be.
Check the download section at these sites for some free downloads. Also bookmark them and you can learn about computers.

Of course, I do not know your financial situation, but go to crucial.com and they will get you squared away on the memory

You know I learned something. The max memory you can put on your computer is 2 Gb of memory. This would run about $199. That is what I was saying for about a couple of hundred more you can get a whole lot better computer with a bigger hard drive too. Check out you local Sunday paper.
Here is the HP site and you can spend your time going thru the computers they have. TIP - Just peruse them after reading the articles.

Hmm.. I always run without an ipod. What purpose are you operating the mile for? Is it for entertainment or are you aiming to end first? if you're operating it for entertainment, and all you want to do is to finish the mile; then having an ipod on may be tremendous for you:) in spite of the undeniable fact that, if you're operating the mile as a race, then my advice may be nor to apply it. you'll get over excited with it and it may impression your run. If I run a mile for a race, I run and that i basically look immediately ahead. All i imagine about is my respiratory, in spite of the undeniable fact that those days I actually have immediately all started counting my steps..unusual huh? haha yet even if that's a race, the Ipod may be tremendous to get you going earlier the race. sturdy success!

Simply put YES
having a gig of ram at slightly slower speeds than 512K of ram is still better than file swapping on your hard drive at a really realy realy slow speed.
That is called drive thrashing and leads to early failure of your hard drive.
Your computer will boot faster, run more open applications and respond quicker when switching in between them and your hard drive light may even go out on occasion!
Surfing the web? No it won't increase your speed. Downloading files- No it won't.
Do it you have the ram in your hand
