You should never look at mileage to determine when to replace tires. Look at the tires themselves. There are indicators in the grooves in the tire. When the tread on the tire gets level with that little raised spot, it's time to replace your tires. You should also rotate your tires about twice a year to wear them evenly.

What kind of tires do you have on your Hyundai Accent? Most modern day tires have "wear bars" scattered equally around the circumference of the tire tread. If your tires are wearing evenly and you have worn the tread down to about 1/16 inch remaining, you should look for the "wear bars" and observe if the remaining tread depth has declined to any of the "wear bar" indicators. It is time to replace tires when the "wear bars" make contact with the road. Most cars do not wear tires equally, so you would be wise to check each tire carefully so that you might only have to change 2 tires. Do not mix tire types on the same axle.

Entirely up to the tires themselves dude. Here's an easy test. Take a penny (assuming you're in the US) stick it head first (Mr. Lincolns head) into the tread. If his hair goes past the tread and into the gap, you're fine. If not, go get new tires dude! If you can only afford 2 tires at a time make sure to put the new tires on the front ;) Rotate the best of the leftover tires to the back but never switch sides!

That depends entirely on the tires and your maintenance of them.
