Doe, I just answered this same question for someone else.

To answer the above question I listed over 50 ways that I keep my rats entertained. What I've done over the years is keep my eyes, and my imagination, open at garage sales, thrift shops, and dollar stores. Just make sure that the toy is rat-safe, and know that the rats are eventually going to chew up the toy.
Making your own rat toys:
Of course Dapper Rat is the most popular website when it comes to ideas for making rat toys. Robyn (owner of this website) has compiled on one page, all the cool rat toy ideas from members of the rat-only forums.

But many others are coming up with their own toy ideas.

Wow, People are rude, sorry!!! I wrap treats in tissue paper, the color is up to you I don't think they will mind :P Once the treats are wrapped in the tissue paper I tie it to the top of the cage (with string, though I suggest to remove the string when they are done) and they play with it like a Ratty Piñata!! ALSO! The Soft Tunnel This is a very simple and cheaply made run through toy, although it does require basic sewing skills. 1. Buy some track suit fleece or other cheap fabric like calico or cotton knit. 2. Cut a 30 - 40 cm X 1-2m length, or whatever size you like as long as it fits a rat in when constructed. 3. Sew it into a long rat sized tube. A sewing machine is good, but you could also just hand stitch it or even tape it together. 4. If you're feeling inventive, add a few off-shoots, intersections, connecting loops, rooms, etc. to create more of a maze. 5. Cut a 10 cm length of mailing tube (or plastic drink bottle) and place it in the ends of the soft tunnel to hold the openings open. 6. Add rats The rats will enjoy chasing each other through it and can chew as many new openings in it as they like. It can easily be folded up when not in use and tossed in the wash when the little furry ones pee in it. have fun!!! and NO SNAKES haha!

Try going to thrift stores like salvation army or goodwill. There you can buy for pennies on the dollar such items as used play school type toys such as barns doll houses lil cars and such. My rats love them and everyone is amazed at how my lil guys use them for housing and fun. I got two castles in my cage one on each end and it looks like to waring clans on the battle field those guys are nuts. They'll jump from one castle to the other chase one another and wrestle back and forth, they love it.

When i owned rats years ago I found that toyds didn't really do as much for them as a good little swim. It's in their heritage to swim since their ancestry are used to the sewage jungles.

You can be very creative when it comes to making rat toys, because theyre so playful and smart. Here's a few things I've done:
- I cut a hole in the side of a small to medium sized wicker basket, and put that in their cage. They hop in and out of it constantly, sleep in it, and chew it to bits.
- A visit to the dollar store can provide lots of "rat toys", for instance, I buy a bunch of cheap white towels, cut them into strips, and put a handfull or so into my rats cage every time I clean them. I throw them all over the cage and my rats go hunting for them, bring them down to their big plastic igloo that they sleep in, and make a comfy bed out of them. The dollar store also sells crinkled up paper for gift baskets, that makes great "bed" material for rats too.
-if you have old clothes that you know youre not going to wear anymore, cut them up into little scraps. Put pieces of cloth between the bars, randomly, all over the cage. Your rats will run around and pull out the cloth, and turn it into part of their bed. (it also works with toilet paper)
- Throw a roll of toilet paper in the cage. They'll shred it up til theres nothing left but the cardboard tube, and then they'll chew that up too.
-if you go to the hardware store, they usually have big plastic tubes for some reason or another. You can put those all over your rats cage so they have something to tunnel through.
-take yarn, or a shoe lace, and string it with cheerios, fruit loops, or any type of food/pet treat that has a hole in the middle (or something you can put a hole in). Hang it in their cage. It'll be a fun treat that they have to work for. (it'll give them something to do)
-fill a small cardboard box with yummy treats then tape it up, and poke a few holes in it so that they can smell whats in there. They'll chew it up and rip it apart until they reach the treats on the inside.
There's just a few of the things I can think of off the top of my head. You can be really creative with your rat toys because theyre sooooo smart and can figure anything out (and can turn anything into a toy) I suggest just going to the dollar store (or hardware store) and looking around for things that look like they'd make potential rat toys (make sure it's nothing dangerous or harmful to your rats)
Good luck!
