Yes.
Here is a free utility from Microsoft that will do it :

Windows Movie Maker will also take still pictures with your webcam.
Just feed the live video from the webcam into Movie Maker 2 & you can snap photos anytime you like.

Depends on what your webcam is, If your webcam came with a CD then it usually will have a Software to take pictures and edit them. Install this software and then start taking pictures...
