CARNIVAL by far. I'm going on my second Carnival cruise with my grandkids this summer.
I cruise often, but only cruised once before with them and at the time they were 8 and 10...After we registered them for Camp Carnival [kids program] we hardly saw them from then on...they had a BALL and have been begging every year since then to go back - hence this year.
And yes, they have activities for the wee ones too.
The kids are WELL supervised and protected and have ID's which can track them...they have 'sleep overs' on their own kiddie deck on the ship - scavenger hunts - pool parties -

Definitely Disney Cruise Line. Your kids will get to meet the characters, loads of youth activities, and your ship docks on a private island.

Disney Cruise's are the best...don't think its just for kids...there is a lot of adult things too....besides it keeps the kids occupied, and they can be more independent. Cruise staff plan activities just for kids of all different ages, and they are supervised.
