It's probably a problem with the drivers, because it's not recognizing the CD.
Try to download the drivers and re-install them.

Chances are the CD drive itself has gone bad (especially if the computer is an old Win98 box)
CD drives don't have unlimited lifespans and are only $30 items to begin with- try a few different CDs to see if you can't read any of them, or just that one. If nothing is recognized, the drive itself probably needs cleaning (try a $5 kit like those used for CD players) or replacement.

It may be the type of disc you are inserting. Some older CD players have problems with newer formats. Also make sure that the CD you are putting in isn't a DVD. An old CD player cannot read a DVD.

Just because a device is reporting as working properly, does not mean that it is (especially when it comes to CD/DVD drives)
The most likely causes are:
Bad CD
Blank CD
Dirty laser in drive
Dirty/Scratched CD
Failing CD drive
Bad CD cable
Windows Native Driver issue

Yes, If window 98 installer are into other hard disk drive, slave your hard disk and run setup. Check the connection of the CD Rom to the motherboard and check BIOS setup of your pc. Try to replace the CD Rom or the HDD cable also check the jamper setting of your CD Rom.

Your computer is old, Windows does not support 98's any more. The understanding is that computers 5 years old or more are plain old starting to wear out, if they haven't already. Cars wear out, people wear out, computers wear out, tv's wear out....
It's gone honey, figure out how you're going to buy a new Xp...and.... RIGHT NOWSTAY AWAY FROM VISTA!....INSIST THAT THE DEALER GET YOU ONE WITH IE6 OR 7 ONLY...you don't want one even with vista in it installed. Don't let them talk you into it!!! It's no good! Someday, but not now.
You gotta get a new one....consider an HP. IF, you go with Dell, tell them NO VISTA...they're shipping them out automatically with Vista. Insist!

Try another disc... try a few different ones. If they work, then it's your cd. If nothing works, then your cdrom probably needs to be replaced or fixed- possibly a laser misalignment.

It's probably a DVD that you are putting into your "CD-ROM" and that's why it's not reading it.
