is it safe to walk in the freezing cold rain with no coat o jacket for about 3 hours running across highways and other busy roads.

If you are used to it - sure. Is it smart? Now that is the real question and what is the point? I come from a cold state and saw people running and even swimming in sub zero weather, they insisted it made them healthier by boosting the immune system. Who knows maybe it is good for some folks - but as for me, I like it warmer - the warmer the better.

running across the roadways is the least safe thing in this scenario. Walking in the rain isn't bad, but freezing rain will get you some exposure issues.

it is safe if you were running aross the highways watching the traffic--should of have a coat on though.
