In "Executive Orders" by Tom Clancy, his character was thrust into the presidency because he was a ceremonial vice president whose life was saved because he was late to the State of the Union address. A terrorist plowed a plane into the US Capitol killing the president, most of the cabinet, the supreme court, and making Harrison Ford's character into the new president.

He an actor, is that not what the public likes? They seem to vote for each one that runs. If Arnold was allowed to run he be a big winner, yet it good that the Constitution only allows people born here to be elected.
