There's no difference. Virginia stopped calling them restraining orders and started calling them orders of protection a few years ago.

A restraining order is a prohibutory injunction, and the term applies to any court order which prohibits some conduct.

A protective order is one specific example.

No difference at all in my state. Just 2 different names for the same Order.

They serve the same purpose. An order of protection is just a little more detailed.
