Why is there always those tags on bedding and some pillows that say: UNDER PENALTY OF LAW THIS TAG NOT TO BEREMOVED EXCEPT BY CONSUMER. Who is the consumer, and why are the tags there?

The presence of those tags was initially required because unscrupulous manufacturers and merchants were buying up used bedding and materials, covering them with some new material, and selling the product as new bedding/furnishings. This is unhealthy as well as being dishonest, and the practice was so widespread that the tagging had to be mandated by law. Yes, the tags tell you what it's made of and should also state that it's all new material.

The tag has to do with what the contents are made of. Since qualities of bedding can differ, this is required by law so the manufacteror or the retail business cant pull a fast one on us. Whoever purchases the bedding is the consumer. So rip those tags.

The consumer is the person who ultimately buys the product (the bedding), as opposed to merchants who are selling the product commercial.

The point of the tag is to ensure that certain information get to the consumer, and not be interecepted along the way.

The consumer is the person who buys the bedding and those tags are to protect and inform the buyer of the contents of the product, which is why the retailer cannot remove them.

The manufacturer is required to attach the tag which shows exactly what material was used to make the article. This tag assures the consumer that the products used are safe.

The person who buys the item (or anything) is called the CONSUMER.....

Whoever buys the bedding from a retailer for use is the consumer. I understand the purpose to be to prohibit retailers from removing the tag which discloses the contents of the bedding.

The consumer is the purchaser of the product, and I think(?) the tags are there to signify what materials are contained in the product.

The buyer is the consumer...that's us.
I'm pretty sure part of the reason is because of fraud.
A few companies had recovered old mattresses and sold them as new.
There are probably other reasons as well.
