I wasn't sure if you needed a phrase or short statement, so here it goes: It may be said that politicians may be compared to the comedy / tragedy masks of drama. Oh, on the campaign trail, we have the "show them your teeth" Carter attitude of the politicians. Oh, the issue is blow up the world? Give 'em an accent like the state you're going to campaign in and "smile like a dog." Who cares that the discussion is about killing millions of people, many often innocent? Then, the politician races home on election night, or ANY night, and there sits his wife and family. Things aren't exactly "a rose garden," but they must keep up appearances no matter how TRAGIC the silent face they bear must be.

Can it be an already existing metaphor?
You can say he speaks out of both sides of his mouth or he's talking through his hat.
There's a Native American phrase that says he speaks with a forked tongue.

or you could use a proverb here's one from China
