This is when recoding songs from my hard drive onto cd'rs, not recording audio.

I will try to uninstall/reinstall the driver

Aside from Jim's answer, which is good, another thing you might try is uninstalling the drive, and then having Windows reinstall the driver for it. To do this, right click on "My Computer", then click on "Properties", then the "Hardware" tab, and then on "Device Manager". Navigate through the listings to find your CD drive, and right click on it...then select "Uninstall". Once that's done, exit, and reboot. Windows will "see" the drive as "new hardware" and reinstall the driver for it. Now try burning a CD with music again and see if you still get static. Hope this helps.

If your burner can create data CDs or copy audio CDs with no problem, the problem lies in your audio recorder. I had this exact problem but I discovered it was in the wave file I had created and *not* in the burner itself.

I fixed my problem by disabling the DOS emulation part of my sound card! (remember, I found this particular fault and this will unlikely be your exact problem)

Again, if your problem is only recorded audio and not copying audio CDs or creating data CDs, play the recorded wave file directly from your hard drive (not burning it onto the CD). If you hear the static, you know the problem is *before* you are recording it onto the CD. Some programs can directly copy audio to a CDr. That will make it impossible to tell if it is the CDr or the audio system before the recorder. Make sure to send the audio to the hard drive without recording it on the CD to verify where the problem lies.
