I flip it over and it goes away for a day and then crinkles up again?

try double sided rug tape to hole it in place

sometimes on the sewing run when the rug was made the thread could have been to loose so when it dries or gets flips it contracts kind of like when they sew a shirt wrong and instead of it shrinking the width it shrinks in length.

It may have been bent at one point and some fibers just won't stay down. Try steaming it flat with iron and moist towel.

Around here it is because we've dragged our feet, stepped on a corner and bent it. ARGH!
