First contact the Housing Association or the Council who own the property he rents. Ask them what you should do and that it is an anti social behaviour. They will encourage you to keep a diary of all the comings and goings.
Secondly are you the only one being inconvenienced? If not, you need to get together with your other neighbours and find some support in all this. Your word against the drug dealer is not enough.
Thirdly you contact the authorities - the Police and the Social with your evidence or even before.
By the way there is no quick way for this person to be evicted or moved out but if you persevere, eventually it will happen but it means you need to be in partnership with all the other people and authorities for it to be dealt with. what your neighbour is doing is wrong, he is profiting from other peoples misery i would report him by means of crime stoppers. i dont like grassing but his activities are affecting the poorest people in society, do you think he cares how much misery he inflicts on people. drug dealers are the lowest of the low your conscience should be clear do what is right.

Phone the council, don't give your name and explain the situation to them. Hopefully they will serve an ASBO on him. Why should your family live in fear. I been in similar situation and got the c*nt evicted.
