No, they are wonderful! My cat was strictly an indoor cat for his own safety. But like all loving cat owners I felt bad for my wild thing. I bought him a harnass (cats don't like things around their necks) and a long leash, he begged me to take him out and I often did. He was safe, could eat some grass and enjoy the air in his face. He died a happy camper.

Yes, its legal. For both cats and dogs--and that is also what a responsible pet owner does anyway, rules or not. It is not fair to either neighbors or to the animal to let them run loose.

Yes! It's illegle to keep cats on leads! Also illegal to keep any pets on the home. They have owm environment to live a healthy life. If you think they are safe when they near you then think who harms to the animals? If you are not in control and in any box or house who do not allow to your wish then how you think that any animal as pets are safe and happy on the custody of you?

Absolutely fine. You'll find a leash (with harness for a cat) sold at just about any pet shop.

No.
They may not like it, but cats wandering around in my backyard get introduce to my little dogs.
My dogs are pair of Rottweilers.
Dogs can't wander so cats shouldn't be able to.

Why the heck would it be illegal?
It keeps them from running away.
